Forced labors of early and today states

Each of the early states developed its own mix of forced labor, but had to strike a delicate balance between maximizing a surplus on the one hand and the risk of producing a mass exodus of its subjects on the other. Such a risk existed especially when there was an open border. Only much later, when the world was, so to speak, completely occupied, when the means of production were privately owned or controlled by state elites, was control of the means of production (land) sufficient to generate a surplus without recourse to institutional coercion.
