Murray Edelman argues that they serve only a symbolic function: "They give people an opportunity to articulate their dissatisfaction or their enthusiasm and to feel a sense of 'being there.' However, this is essentially participation in a ritual act, only to a lesser extent in the formulation of policy. Like any ritual (whether in primitive or modern societies), elections draw attention to shared social values and to the importance and, apparently, prudent nature of supporting the policy being pursued."
