A Scientification that brings with it both a new relationship between man and the world and a new vision of rule through objective constraints and objective laws. In this technical state, this scientific-technical civilization, rule is depersonalized. It is no longer a relationship between man and man that can change, and even has to assert itself, and can be replaced or abolished. Technology takes the place of the ruler. This universal technology follows logic and the highest efficiency, a logic that shapes people's thinking and at the same time means that the ends no longer determine the means, but the means determine the ends. Such a technical state is incompatible with the classic conception of democracy as a community whose politics depends on the will of the people. Democracy is hollowed out, substantialized, and remains only as an illusion for the masses of people. Politics becomes mere social technology. (Jürgen Habermas)

Eine Verwissenschaftlichung, die sowohl ein neues Verhältnis zwischen Mensch und
Welt mit sich bringt als auch eine neue Vision der Herrschaft durch Sachzwänge und
Sachgesetzmäßigkeiten. In diesem technischen Staat, dieser wissenschaftlich-technischen Zivilisation wird
Herrschaft entpersonalisiert. Es handelt sich bei ihr nicht mehr um eine Beziehung
von Mensch zu Mensch, die sich verändern kann, gegebenenfalls sogar behaupten muss,
abgelöst oder abgeschafft werden kann. An die Stelle des Herrschers tritt die
Technik. Diese universale Technik folgt der Logik und höchsten Effizienz, einer
Logik, die das Denken der Menschen prägt und zeitgleich für sie zur Folge hat, dass nicht mehr die Ziele die
Mittel, sondern die Mittel die Ziele bestimmen. Solch ein technischer Staat ist unvereinbar
mit der klassischen Auffassung von Demokratie als einem Gemeinwesen, dessen Politik
vom Willen des Volkes abhängt. Die Demokratie wird ausgehöhlt, entsubtanzialisiert
und bleibt nur noch als Illusion für die Masse der Menschen bestehen. Politik wird
zur bloßen Sozialtechnologie.
