"Modern technology requires no further legitimacy; it is used to rule because it works," wrote Helmut Schelsky in 1961 in Man in Scientific Civilization: "Nobody rules here anymore, but rather
there is an apparatus running that needs to be operated properly." Politicians, as well as scientists and experts, are only the operators of this apparatus. Everyone sits at the levers of a machine that imposes its will, its mechanism, on them. "The technological state, without being anti-democratic, deprives democracy of its substance."
